Macron hosts European leaders in Paris as Trump pushes for peace talks on Ukraine

Agroup of eleven European leaders is gathering in Paris to discuss Russia’s invasion of Ukraine and strengthen their common position amid the accelerated peace process being promoted by US President Donald Trump, who last week shocked Western allies when he called Vladimir Putin to “immediately” start negotiations.
Trump later said he could meet with Putin “very soon.”
The phone conversation broke a three-year-long effort to isolate the Kremlin diplomatically and stoked fears that Kyiv would be pressured to sign off a detrimental deal. Ukrainian President Volodymyr Zelenskyy replied by saying his country would “never accept deals made behind our backs” and “without our involvement.”
Meanwhile, the US has already made it clear to Europeans that they will not have a seat at the table but be consulted throughout the nascent process.
The exclusion from the negotiating table has put the continent on edge and triggered a last-minute push to close ranks and showcase a unified front.
French President Emmanuel Macron has taken the lead by inviting a select group of leaders to Paris on Monday. Germany’s Olaf Scholz, Britain’s Keir Starmer, Italy’s Giorgia Meloni, Poland’s Donald Tusk, Spain’s Pedro Sánchez, the Netherlands’ Dick Schoof and Denmark’s Mette Frederiksen will be in attendance.
Ursula von der Leyen, the president of the European Commission; António Costa, the president of the European Council; and Mark Rutte, the secretary general of NATO, will also take part in the informal summit.
“Europe’s security is at a turning point. Yes, it is about Ukraine – but it is also about us. We need an urgency mindset. We need a surge in defense. And we need both of them now,” von der Leyen said upon arrival in Paris.
The meeting is scheduled to start around 16.00 CET.
It is unclear if Monday’s discussions will yield a concrete outcome or announcement. Europe is under intense pressure to ramp up defence spending and take greater responsibility in assistance for Kyiv, which the Trump administration is keen to reduce.
The White House has distributed a questionnaireto European capitals enquiring about their willingness to provide security guarantees to Ukraine and participate in a peacekeeping mission. The questionnaire, seen by Reuters, also asks Europeans what American support they would “consider necessary” to provide security guarantees.
British Prime Minister Keir Starmer said on Sunday he would be ready to deploy British troops to Ukraine to ensure a potential peace deal is respected. The US, though, has warned any mission of this kind would be deprived of NATO’s Article 5 of collective assistance, something that could leave soldiers vulnerable to Russian attacks.
“This is a once-in-a-generation moment for our national security where we engage with the reality of the world today and the threat we face from Russia,” Starmer wrote in an op-ed for the Telegraph newspaper.
“Securing a lasting peace in Ukraine that safeguards its sovereignty for the long term is essential if we are to deter Putin from further aggression in the future.”
Donald Tusk did not echo the commitment. “We have no plans to deploy Polish soldiers to Ukraine,” Tusk said before his departure to Paris.
According to the Élysée, the gathering on Monday is designed to be the start of a series of talks among European leaders, including those not invited to Paris. “Their discussions may then continue in other formats, with the aim of bringing together all partners interested in peace and security in Europe,” the Élysée said in a statement.
Macron spoke with Trump ahead of the Paris summit, the Élysée said.
A race against ‘Trump time’
The prospect of being sidelined from the peace talks has enraged Europeans, who see their long-term security as intrinsically tied to Ukraine’s future. For the past three years, Brussels has worked with Washington to ensure a consistent policy to cripple Russia’s war machine and sustain Kyiv’s battered economy.
However, with a 90-minute phone call, Trump threw Western unity out of the window, positioning himself as the sole interlocutor between the aggressor and the aggressed.
According to Keith Kellogg, the US Special Envoy for Ukraine and Russia, the White House is operating on “Trump time” and the president expects a deal to be ready in the foreseeable future. “I’m not talking six months, I’m talking days and weeks,” Kellogg said last week during his visit to the Munich Security Conference.
Kellogg explained the peace process would follow a “dual-track” approach: on the one hand, the US will speak with Russia and, on the other hand, the US will speak with Ukraine and democratic allies that back the war-torn nation. The retired general is scheduled to meet von der Leyen and Costa on Tuesday.
But, Kellogg noted, when the time comes to sit at the table, Europe will not have a chair. “What we don’t want to do is get into a large group discussion,” he said.
US Secretary of State Marco Rubio later said that, when “real negotiations” begin, Europeans would “have to be involved because they have sanctions on Putin and Russia” and have “contributed” to supporting Ukraine, a comment that appeared to suggest sanctions relief would be an element offered to the Kremlin.
Rubio has landed in Saudi Arabia, where he is set to engage in face-to-face talks with Russian officials on Tuesday. The US mission will also feature Mike Walktz, the national security adviser, and Steve Witkoff, the Middle East envoy.
The Kremlin has confirmed Sergei Lavrov, Russia’s foreign minister, who is under EU sanctions, will be present at the meeting in Riyadh, which would focus on “restoring the entire complex of US-Russian relations, as well as preparing possible tasks on the Ukrainian settlement and organising a meeting of the two presidents.”
President Zelenskyy, for his part, has flown to the United Arab Emirates (UAE) to discuss humanitarian assistance. Throughout the war, the UAE has played a mediating role between Ukraine and Russia. He will travel to Saudi Arabia on Wednesday.
In a combative speech in Munich over the weekend, Zelenskyy warned that Putin might try to invite Trump to the 9 May celebrations at the Red Square, not as a “respected leader” but as “a prop in his own performance.”

Governor Francis Nwifuru of Ebonyi State has embarked on annual leave and Ebonyi State House of Assembly yesterday gave effect to a letter transmitting executive powers to Her Excellency, Princess Patricia Obila, who has been discharging her duties as the Acting Governor since the Governor proceeded on annual leave.
It was gathered that this is in compliance with section 190 (1) of the 1999 constitution of the Federal Republic of Nigeria as amended.

My dear good people of Rivers State
Recall that Rivers State was placed under a six-month emergency rule, declared by Mr. President, His Excellency President Bola Ahmed Tinubu, GCFR, on the 18th of March, 2025, following the intense political crisis in our State.
2. It is without doubt that the last six months had been enormously challenging for our dear State under the emergency rule.
3. As your Governor, I accepted to abide by the state of emergency declaration and chose to cooperate with Mr. President and the National Assembly, guided by my conviction that no sacrifice was too great to secure peace, stability, and progress of Rivers State.
4. This was why I also resisted the pressure to challenge the constitutionality of the declaration of a state of emergency, the suspension of democratic institutions, and all other actions that we endured during this difficult period.
5. In the course of the six-month period, Mr. President graciously brokered the peace process with all the parties successfully. Our Leader, His Excellency, Nyesom Ezenwo Wike, CON, all members of the Rivers State House of Assembly and I, as your Governor, have all accepted to bury the hatchet and embrace peace and reconciliation in the best interest of our dear Rivers State.
6. We believe the political crisis is now behind us and that peace and stability have once again returned to Rivers State, though not without the hard lessons learnt from the emergency rule.
7. The responsibility now rests squarely on us: the Government, the State House of Assembly, political leaders and stakeholders to put aside our differences, work for the common good, and advance the interests of our people above all else. We have a duty to ensure that the peace we have all embraced remains permanent in our dear Rivers State.
8. On behalf of the Government and the good people of Rivers State, I extend our heartfelt gratitude to Mr. President for his fatherly disposition and decisive interventions in resolving the political crisis and for graciously restoring full democratic governance to our State.
9. Personally, I will never take Mr. President’s kindness for granted, and for that, I hereby reaffirm my utmost loyalty and eternal gratitude.
10. To those who have expressed genuine fears, frustrations, and uncertainty over the nature of the peace process, I assure you that your concerns are valid and understood. However, nothing has been irretrievably lost; there remains ample opportunity for necessary adjustments, continued reconciliation, and inclusiveness. We must all remember the saying… ” the costliest peace is cheaper than the cheapest war”.
11. Accordingly, let us, therefore, embrace this moment as a fresh beginning. Let us work together with renewed hope and determination to build a stronger, more peaceful and prosperous Rivers State. I assure you that we will continuously work towards ensuring that we carry everyone along.
12. Despite the turbulence, you are aware of the credible milestones our administration achieved in infrastructure, education, healthcare, and other key sectors over the last two years.
13. Our immediate responsibility is to return to the path of governance and development by completing the projects which we started by ensuring none of them is starved of funds or neglected, thereby reviving our economy, protecting lives and property, and improving the wellbeing of all Rivers people.
14. I commit to working harmoniously with the Rivers State House of Assembly to recover lost grounds and accelerate the social and economic advancement of our dear State. I also renew my pledge to serve with the fear of God, humility and a high sense of duty.
15. I wish to sincerely thank you, the resilient people of Rivers State, for your patience, courage, and peaceful conduct during the six months of emergency rule.
16. I also extend appreciation to all stakeholders, religious leaders, traditional rulers, civil society groups, political actors, women groups, youths, concerned citizens at home and abroad, and well-wishers whose prayers and support sustained us through the challenging period.
17. Above all, let us draw strength from our shared identity as Rivers people. Our diversity is our greatest asset, and our unity the strongest guarantee of our future. We must rise above bitterness and division and channel our energies into rebuilding trust, fostering inclusiveness, and securing a peaceful and prosperous State for all.
18. Once again, I thank and appreciate our Father, Mr President, His Excellency President Bola Ahmed Tinubu GCFR for his timely intervention and dedication to ensuring the restoration of peace and stability in our State.
19. 1 also thank our Leader, His Excellency Nyesom Ezenwo Wike CON, the Honourable Minister of the Federal Capital Territory for committing to the prompt resolution of the political impasse in the State.
20. I also wish to express my profound thanks to the President of the Senate His Excellency Senator Godswill Akpabio; the Speaker of the House of Representatives, His Excellency Dr. Abbas Tajudeen; and the distinguished members of the National Assembly for the role they all played in the resolution of the matter.
21. I thank the Honourable Speaker and all members of the Rivers State House of Assembly, respected elders, stakeholders and all concerned citizens for working together to resolve our differences and ensuring peace and harmony in our State.
22. Finally, I call on all citizens of Rivers State, regardless of political, religious, or ethnic affiliation, to join hands in rebuilding our beloved State and securing a future of dignity and progress for everyone. In all, I give glory to the Almighty God.

Fubara to address Rivers by 6:00 pm

Rivers State Governor, Siminalayi Fubara, will address the state in a broadcast at 6:00 pm today, marking his return after the suspension of the emergency rule.
Upon arriving at the Government House in Port Harcourt, Fubara said he was deeply moved by the warm welcome from the people.
He noted that the broadcast would serve as a platform to appreciate stakeholders who were instrumental in restoring peace and stability to the state
Fubara said, “I am humbled by what I saw at the airport. I was also briefed about what happened here yesterday. That reception really humbled me. It shows love, confidence, and solidarity. It is not just a celebration.
“The massive reception by the number of people who came out to celebrate is a reaffirmation of the bond between this government and the people that we are serving.
“I want to assure you that we will continue to do those things that have made you people love us. I want to appreciate everyone and to say that we love you.
“We are going to address the state officially by 6:00 pm, and in that broadcast, every authority that gave support to this normalcy will be properly recognized.”
