SEE DOCUMENT: IMO SIGNAGE AND ADVERTISEMENT AGENCY WARNS AGAINST UNAUTHORIZED USE OF STATE-OWNED BILLBOARDS.

The Imo Signage and Advertisement Agency (IMSAA) has issued a public notice alerting corporate bodies, outdoor advertising companies, and the general public about unauthorized claims and activities concerning certain government-owned billboards across Imo State.

According to the statement, IMSAA’s attention was drawn to a newspaper advertisement sponsored by Cona Creative Concepts Limited, an outdoor advertising company that allegedly claimed to have received official authorization from the agency to operate outdoor advertising structures within the state. The company, in the said publication, cited the provisions of Imo State Law No. 36 of 2019 as the legal basis for its operations.

However, IMSAA has firmly refuted this claim, clarifying that Cona Creative Concepts Limited does not possess any permission—written or otherwise—from the agency to manage, operate, or place advertisements on the listed billboard structures. The agency emphasized that these advertising facilities are properties of the Imo State Government and fall strictly under its management, regulation, and control.

To prevent further misunderstanding and unauthorized exploitation, IMSAA listed the affected billboards as follows:

1. Gantry at Concorde Avenue by All Season Hotel
2. Gantry at Poly Junction going to Naze, Timber Market
3. Gantry at Obilibi (Capitol Hotel) before Okatankwu Bridge
4. Gantry at Atta Junction going to Amaimo
5. Gantry at Atta Junction going to Iwunanywu’s House
6. 96 Sheets Board at Ukwu-Orji Junction, Mbaitoli L.G.A./Onitsha Road
7. 96 Sheets Board at Iho Junction, Ikeduru L.G.A.
8. 96 Sheets Board at Umuelemai, Isiala Mbano L.G.A.
9. 96 Sheets Board at Ulakwo, Owerri, Aba Road

10. 96 Sheets Board at Umuapu, Imo/Rivers State Boundary
11. 96 Sheets Board at Isu near School of Health Management

12. 96 Sheets Board at Amarak/Anara Road, Isiala Mbano L.G.A.

The agency further cautioned that no individual or organization should modify, use, or place any advert on the aforementioned billboards without first obtaining a written consent or permit from IMSAA. It warned that any adverts placed on these structures without approval would be immediately removed.

In reiterating its commitment to lawful regulation of outdoor advertising in the state, IMSAA reminded all stakeholders that the listed structures are government-owned assets protected under the Imo State Law No. 36 of 2019. The agency therefore called for strict compliance to maintain order and ensure transparency in the outdoor advertising sector.
